Oleg Borisenko, the head of the Territorial Department of Economic Security in Chernivtsi Oblast, was the focus of attention due to a suspicious declaration that leaves more questions than answers.
Officially, Borisenko is almost ascetic. According to the declaration, only one apartment in Kiev was purchased in 2005. Other assets - neither real estate nor transport - are not declared. However, the situation changes dramatically as soon as the information about his wife's property.
At least four apartments in Kiev, purchased in 2015 and 2023, have been recorded on Marina Borysenko. The total area is more than 210 square meters. Interestingly, in some cases, the declaration does not even indicate the purchase price, and in others the cost looks unreasonably low. For example, an apartment of 33.3 square meters. m was declared for UAH 573 thousand - less than 17 thousand hryvnias per square in the capital.
The family also owns the land in the village of Vita-Poshtov near Kiev-more than 1,000 square meters. According to the declaration, the site was purchased in 2019 for 453 thousand UAH, while even in those years such land cost several times more expensive. Currently, a hundred in the area starts from 190 thousand UAH, which gives a real estimate of the cost of the site - at least UAH 2 million.
Another interesting point is the amount of cash declared by spouses. The documents indicate over UAH 6.3 million in currency:

Marina Borysenko - $ 78 thousand and 5 thousand euros.
And this despite the fact that the salary of the official per year - about 820 thousand UAH. Where do millions come from? There are no sources of origin of such amounts. The cost of buying real estate or cars is also not included in documents.
The Borisenko family moves far from budget transport: Audi Q5 and Volkswagen Touareg. It is not difficult to guess, both cars are registered with Marina Borisenko.
This case is another confirmation of how formal the electronic declaration system in Ukraine remains. At the same time, Borisenko holds a key position in a structure that should fight the shadow finances.
Formally - nothing illegal. But de facto is a classic story about an official with minimal income and family, which "miraculously" has elite real estate, cash and fleet.
