Law enforcement officers are investigating a large-scale corruption scheme in the capital's medical procurement sector. The case involves multi-million contracts under which medicines and medical products were supplied to Kyiv hospitals at prices several times inflated.
As reported by the KyivVlad publication, citing investigation materials, officials of the Kyiv City State Administration's Department of Health, which until recently was headed by Valentina Ginzburg, may be involved in the transactions.
According to law enforcement officials, officials lobbied for specific companies to participate in the bidding, ensuring their "victory" through specially prescribed technical requirements. These requirements excluded the possibility of other suppliers participating.
According to the investigation, the key role in the scheme could have been played by an advisor to the former first deputy head of the Kyiv City State Administration, Mykola Povoroznyk. According to the police, it was he who coordinated the "cooperation" between business and officials: he received technical specifications from representatives of suppliers and forwarded them to the department's management for approval.
"Investigators have information that this advisor transferred electronic files of technical specifications to the deputy director of the department, who ensured the approval of the necessary documents by the working group. As a result, only those companies that were approved in advance won," the investigation materials say.
The task force, established in 2024, was supposed to process requests from hospitals for essential medicines and equipment. However, according to police, its activities could be used to manipulate tenders.
Over 2 billion hryvnias are spent on purchases for medical institutions in Kyiv every year. The possible losses to the budget have not yet been calculated, as the investigation is only gaining momentum.
If the information is confirmed, this could become one of the biggest corruption scandals in the capital's medical industry in recent years.
