Lviv region led the anti-rating of regions of Ukraine by the number of exposed corrupt officials in 2025. This was reported by the National Agency for Corruption Prevention (NACP) with reference to data from the official Register of Corrupt Officials.
The Register records all cases where a person has been held accountable for a corruption offense — both criminally and administratively or disciplinaryally. It is on the basis of these records that the NACP generates statistics demonstrating the level of the fight against corruption by region.
According to the agency, in 2025, Lviv region took first place, where the largest number of people entered into the Register was recorded. Vinnytsia region was in second place, and Kyiv closed the top three. Also among the regions with a high level of detected corruption violations were Odesa, Dnipropetrovsk and Chernivtsi regions.

A person's inclusion in the Register of Corrupt Persons means that they have been found guilty by a court or have received disciplinary action for actions related to corruption. This can be bribery, abuse of office, false declarations, or conflict of interest.
Such data not only forms national statistics, but also affects the future of the individual: inclusion in the Register makes it impossible to hold certain positions in the public sector and makes it impossible to re-enter the civil service.
According to experts, the first place of the Lviv region in this ranking may indicate not only the level of corruption, but also the active work of law enforcement officers and local anti-corruption structures, which record and bring such cases to court.
However, the indicator remains a worrying signal regarding systemic problems in the region's public sector.
