In December, the Kyivavtodor municipal corporation signed two major contracts for major repairs in the Holosiivskyi district of the capital. The total cost of the work is UAH 422.79 million, and both contracts went to Rostdorstroy LLC, a company co-owned by the current deputy of the Odessa City Council, Yuriy Schumacher, an associate of the deprived citizen Gennady Trukhanov.
The contracts were signed without competition — Rostdorstroy was the only tender participant.
423 million for two repairs: what exactly was ordered
1. Major renovation of Heroes Street in Mariupol — UAH 145.15 million
The contractor must replace the road surface, install sidewalks, a bike path, storm sewers, outdoor lighting, traffic lights, road signs, markings, and green spaces by September 2026.
The last major renovation of this street, according to the Kyiv City State Administration, was carried out back in 1984.
Kyivavtodor ordered the design documentation in April 2025 for UAH 3.75 million.
2. Repair of the overpass on the Strategic Highway — UAH 277.64 million
By the end of 2026, the company must restore the bridge deck structures, supports, span structures, communications, lighting, and install new barriers and markings.
The overpass has been in operation since 1989, and attempts to overhaul it have been ongoing for over six years.
In 2022, the Ukrtransmist company received a contract for UAH 98.64 million, but the contract was terminated due to the start of a full-scale war.
Rostdorstroy receives billions from the budget despite criminal cases
According to Clarity Project, the company has signed 773 government contracts worth over UAH 101 billion.
Kyivavtodor alone has already handed over nine contracts worth over UAH 2.55 billion to this structure.
The company is involved in a number of criminal proceedings:
• NABU is investigating the possible embezzlement of UAH 200 million during road repairs in Mykolaiv region.
• The National Police is investigating the embezzlement of at least UAH 300 million during the reconstruction of the Degtyarevsky overpass in Kyiv.
• There are suspicions of overpricing and non-compliance with project documentation during work in Poltava and Mykolaiv regions.
A separate resonance was caused by the collapse of the Degtyarevsky overpass in Kyiv in 2023 - the contractor was also Rostdorstroy. Deaths were avoided only by a miracle.
The company's political and business connections
Co-owner of Rostdorstroy Yuriy Schumacher is a deputy of the Odessa City Council from the "Trust in Affairs" party, associated with the former mayor of Odessa, Gennady Trukhanov, who was stripped of Ukrainian citizenship in October 2025.
The Rostdorstroy group also includes Kyivshlyakhstroy PE and a number of real estate companies.
Kyivavtodor continues cooperation despite investigation
The General Director of Kyivavtodor, Oleksandr Fedorenko, who has headed the corporation since 2020, has been repeatedly criticized by public organizations for the lack of competition in road tenders and systematic cooperation with the same contractor.
The Department of Transport Infrastructure of the Kyiv City State Administration, to which Kyivavtodor is subordinate, has been temporarily headed by Roman Lelyuk since September 2025.
