In May 2025, Kyivavtodor announced a large-scale tender for the overhaul of the overpass near the Osokorky metro station. The purchase amount is impressive - over 655 million hryvnias. However, instead of a transparent competition, society received a classic scheme of budget defrauding.
The documentation was prepared specifically for UKRTRANSMIST LLC, an affiliated structure that was supposed to be the winner. The competitor only participated in the bidding to simulate competition, having no real chance of winning the contract.
The key mechanism of the scheme was the so-called “dynamic contract price”. It allows changing the cost of works at any time, under the guise of indexation, “unforeseen circumstances” or changes in design solutions. This opens up unlimited possibilities for further increase in the estimate.
Another glaring violation is the lack of a clear calendar. The annexes to the contract only indicate approximate amounts of funding per year without specific dates for the start or completion of work. This creates room for construction delays and uncontrolled use of funds.
According to sources, the organizers of the process are high-ranking Kyiv officials: Mayor Vitaliy Klitschko, his deputy in the Kyiv City State Administration Kostyantyn Usov, Director of the Department of Transport Infrastructure Ruslan Kandybor, and Director General of Kyiv Avtodor Oleksandr Fedorenko. They are the ones who control the preparation of tender documentation, ensure the victory of "their" company, and block the possibility of conducting independent inspections.
