Nazar Konstantinov headed the Kyiv branch of BEB

In January 2024, Nazar Konstantinov, a man with a rich prosecutorial biography and an equally impressive return to the system after lustration, became the head of the territorial department of the Bureau of Economic Security in Kyiv.

Konstantinov began his career in the prosecutor's office in 2002, and since 2011 he has held senior positions. In 2014–2015, he worked as a deputy prosecutor for Kyiv city Serhiy Yuldashev, who, like Konstantinov himself, was later dismissed under the law on the purge of power. Both disappeared from the public sphere, but later returned - no longer to the prosecutor's office, but to the newly created BEB.

Konstantinov's official biography on the BEB website does not mention lustration. However, in 2015, he was dismissed from his position as deputy prosecutor of Kyiv precisely on the basis of the law on the purification of power. This decision did not suit the official, and he filed a lawsuit with the scandalous District Administrative Court of Kyiv.

The trial dragged on for years, but in 2021, Judge Yevheniy Ablov (a defendant in the NABU case on the seizure of state power along with Pavlo Vovko) reinstated Konstantinov in his position. Although this reinstatement lasted only 10 days — from October 12 to 22, 2021 — it was enough to formally remove him from the list of lustrated individuals. In addition, the ex-prosecutor was ordered to pay the state UAH 1.2 million in compensation for “forced absenteeism.”.

Open sources indicate that from 2015 to 2024, Konstantinov allegedly engaged in business - he was an individual entrepreneur and had shares in several companies. In particular, his activities were related to car maintenance. However, in 2023, Konstantinov suddenly filed a declaration of candidacy for the position of chief specialist of the legal department of the Kyiv Territorial Administration of the State Economic and Social Development Bank, and in 2024 he headed this department.

It is significant that his former head, Serhiy Yuldashev, also found a new position at BEB - he headed the territorial administration in the Volyn region until 2024, after which he was replaced by Larisa Revina.
