Kyiv City Council changes 2025 budget for the third time — increases deficit to UAH 15 billion

As journalists from " KV " report, on October 9, 2025, the Kyiv City Council made changes to the city budget for 2025 for the third time this year and adjusted the Economic and Social Development Program (ESDP) in terms of expenditures for the current year.

According to the new decision, the revenue part of the budget increased to UAH 103.3 billion, and the expenditure part to UAH 118.3 billion, as a result of which the city treasury deficit increased to ≈ UAH 15 billion (previously - 14.5 billion). The increase in revenue was made possible by additional receipts of subventions and taxes for January-August 2025 (personal income tax + UAH 3.2 billion, single tax + UAH 1 billion, excise + UAH 926.4 million).

The largest redistributions and additional expenditures:

  • UAH 3.5 billion was allocated to the city program "Defender of Kyiv";

  • UAH 800 million — additional capitalization of PrJSC “HC “Kyivmiskbud” (out of the previously planned UAH 2.56 billion);

  • UAH 751.8 million — redistribution for the completion of the Podilsko-Voskresensky bridge crossing section (Naberezhno-Khreshchatytska - Petra Vershyhory Street);

  • UAH 638.6 million — compensation for the Kyivpastrans and Kyiv Metro enterprises due to “too low tariffs” (the calculations were not shown to the deputies);

  • UAH 200 million — purchase of housing for combatants and families of the deceased;

  • UAH 173.7 million — construction of the metro to Vynohradar;

  • UAH 130 million each — annual and monthly material assistance to the families of the deceased and assistance to Kyiv residents who lost their homes;

  • 111 million — repair of damaged residential buildings; 109.4 million — repair of educational institutions; 91.3 million — firefighting equipment and equipment for rescuers.

The decision was registered as projects No. 08/231-765/PR and No. 08/231-764/PR (initiators — Mayor Vitaliy Klitschko, departments of economy and finance of the Kyiv City State Administration). In the hall, 81 and 77 deputies voted for the documents, respectively. The total budget for the implementation of the PESR increased by UAH 1.1 billion — to UAH 24.3 billion (of which UAH 13.6 billion — for major repairs, UAH 10.6 billion — for capital investments).

The city government has already made changes to the budget in January and June 2025; now the decision has been made for the third time — without a detailed discussion of the list of amendments made in the session hall. The official updated texts of the budget and the PESR have not yet been made public — the final versions will be available after the publication of the relevant documents.
