The municipal enterprise "Pleso" has once again found itself in the sights of law enforcement. The director of the enterprise is accused of embezzling budget funds that were allocated back in 2021 for environmental protection measures in Kyiv.
According to the prosecutor's office, the company received funding to create water protection zones to protect the capital's reservoirs from pollution. However, instead of real work, a scheme was organized to withdraw funds.

The head of the CP, in collusion with a private contractor, held a re-tender, although the previous procurement was still ongoing.

The winner was determined in advance, and in December 2021, a contract was signed with him for work on five beaches in Kyiv, in particular on Trukhanov and Venetian Islands.

The certificates of work performed were signed before the actual execution, and on December 30, the money was already transferred to the contractor.
The particular cynicism is that the work on Trukhaniv and Venetian islands was not required by law at all. Despite this, UAH 1.7 million was spent from the city budget.
The prosecutor's office has achieved the abolition of illegally established water protection zones and coastal strips in these areas, which will make their development impossible.
A similar story is currently unfolding on Obolonsky Island. There, they plan to create an "amusement park" for UAH 200 million. The documents prepared by Pleso KP together with the Dnipro Design and Research Institute contain:

This gives reason to assume that the scheme for the development of budget funds may be repeated on an even larger scale.
