A scheme to sell fictitious disability certificates was exposed in Kyiv Hospital No. 3

At Kyiv City Clinical Hospital No. 3, a municipal medical institution funded by taxpayers, journalists uncovered a scheme to sell fictitious disability decisions. The system came into operation after the liquidation of the old MSEK and, according to investigators, effectively recreated the old practices under a new name.

The main figure in the case is doctor Oleksiy Kulak, a member of the commission for assessing the daily functioning of a person. It is his signature that determines whether a citizen will receive a deferral from mobilization or the right to travel abroad. According to journalists, the cost of “resolving the issue” is 12 thousand US dollars — more than half a million hryvnias at the current exchange rate. For this money, a healthy person can receive lifelong disability of the second group and avoid the control of the CCC.

Together with Kulak, according to the investigation, Dmytro Onyshchenko, previously associated with an official who appeared in land and tender scandals, operates in the scheme. The tandem of a doctor and a media person provides the search for clients, support for deals, and a "roof" that guarantees impunity.

One of the clients reported that after transferring the money, the very next day he received an extract with a decision on lifelong disability of the second group - without examinations, medical history or objective grounds. The speed of processing during wartime turns the medical commission into a commercial service.

The financial side raises additional questions. In 2024, Kulak declared the purchase of land plots, $45,550 in cash, €2,350, and 86,000 hryvnia, which is disproportionate to his official salary.

This case is not an isolated one. Previously, similar schemes were recorded in Lviv, Kyiv and Khmelnytsky regions. The amount of $12,000 for a “white ticket” indicates a high level of cynicism and the organizers’ confidence in impunity. The liquidation of the MSEK did not eliminate the corruption model, and former members of the old commissions now work in new bodies, which allows any decisions to be legalized without transparent control.
