On February 10, 2026, the Kyiv City Council adopted a decision to create a new municipal non-profit enterprise - "Energy Security Service". Formally, it appears by renaming the Kyivvodokanal municipal enterprise, which was created back in 2024, but never became operational.
68 deputies voted for the relevant project, submitted by Mayor Vitaliy Klitschko.
The newly created KNP will have an authorized capital of UAH 1.5 billion — the same funds that were previously provided for the “water and sewer backup.” The structure will be subordinate to the Department of Municipal Security of the Kyiv City State Administration.
The official goal is to provide centralized backup power to critical infrastructure facilities, schools, hospitals, administrative buildings, and housing during emergency outages.
In fact, we are talking about creating a single operator of the "generator fund" of Kyiv. The enterprise has:
– form a flexible generator fund,
– deliver and install new equipment,
– maintain and repair equipment,
– maintain centralized accounting.
According to representatives of the Kyiv City State Administration, the city already uses more than 2,000 generators. They will remain on the balance sheet of the current utility companies. The new structure will work with equipment that is purchased or received as humanitarian aid.
The explanatory note notes that some generators come without cables or fuel tanks, which requires additional equipment and technical support.
Kyivvodokanal was created in 2024 as a potential replacement for the private joint-stock company of the same name. The idea was for the city to be able to directly finance the water supply sector through a municipal structure.
However, due to changes in legislation, the enterprise would have to be reorganized into a joint-stock company again, which would require additional costs and procedures. As a result, the joint-stock company never began operations, and now has a new function - managing the generator fund.
Thus, the funds that were originally planned to be directed to water supply reform have actually been reoriented to energy security.
During the discussion in the session hall, the deputies voiced problematic issues.
In particular, Liliya Pashynna stated that in some schools and medical facilities, parents and visitors are offered to "dump" fuel for generators, although it is centrally purchased with budget funds. There were also comments about fuel purchases at retail prices, despite the possibility of wholesale contracts.
Volodymyr Bondarenko drew attention to the need to provide additional payments or rates for employees of institutions that actually service generators, since this is not part of their direct duties.
On the same day, the Kyiv City Council approved interest-free loans of up to UAH 1 million for condominiums and housing associations to purchase generators. The loans will be issued by the Municipal Enterprise "Housing Fund Modernization and Development Fund".
In addition, amendments have been made to the civil protection program for 2024–2028 with additional funding of UAH 410 million. Of this, UAH 300 million is planned to be allocated for the purchase of diesel fuel and gasoline, part of which will be stored in the Kyiv City State Administration reserve.
The Municipal Security Department, to which the new KNP will be subordinate, is headed by Roman Tkachuk. He is a defendant in several criminal proceedings related to the operation of shelters and budget procurement.
As a result, Kyiv will receive a separate structure with billions of capital, which will centrally manage the city's backup power supply. Whether this solution will become a tool for systematizing processes or create new risks in the procurement sector - practice will show.
