A Kyiv narcologist has found himself at the center of a criminal investigation over a scheme that allowed drunk drivers to avoid liability. According to the Kyiv City Prosecutor's Office, the doctor at Kyiv Clinical Hospital No. 10 issued false certificates stating that there was no alcohol or drugs in his body for money.
The cost of such "services" was $1,000. This allowed drivers to avoid punishment under Article 130 of the Code of Administrative Offenses and Traffic Regulations - driving while intoxicated. Moreover, drug-addicted patients also received fictitious documents about alleged sobriety.
Law enforcement officers detained a medic while receiving another illegal benefit from a driver whose condition was confirmed by other medical institutions. During searches of the residence of the doctor and his colleagues, drugs and live ammunition were found - everything seized was sent for examination.
The doctor was informed of suspicion under Part 4 of Article 368-4 of the Criminal Code of Ukraine - accepting an unlawful benefit by a person providing public services, committed repeatedly or by prior conspiracy by a group of persons. He faces from 4 to 8 years of imprisonment with confiscation of property and a ban on holding positions for up to three years.
The investigation is ongoing - the prosecutor's office is identifying other individuals involved in the corruption scheme.
