Kyiv signed budget contracts worth 6.15 billion in October: Kyivavtodor earned the most

In October 2025, the capital concluded over 7.2 thousand public procurement contracts for a total amount of 6.15 billion hryvnias. Kyiv traditionally allocated the largest amount of funds — over 58% — to road and construction works. The leader in budget development for the second month in a row was the municipal corporation "Kyivavtodor", which signed contracts for almost 1 billion hryvnias.

According to BI.Prozorro, it was road and infrastructure projects that formed the bulk of the costs. The two largest contracts concerned the overhaul of part of Miska Street and the reconstruction of the overpass on Reagan Street. These works were awarded to contractors known for their long-standing cooperation with Kyivavtodor, and their cost again raises questions about the efficiency of using budget funds.

The most expensive contract was the overhaul of a section of Miska Street, only 1.75 km long. Its price is 501.77 million hryvnias, or more than 286 million per kilometer. The contractor was Onur Construction International, a Turkish company that has been receiving the largest road contracts in the capital for many years.

Onur has a long history of working with Kyiv structures: since 2016, the company and Kyivavtodor have concluded 17 agreements worth over 5.4 billion hryvnias. Despite the high amounts of funding, the cooperation has repeatedly become the subject of criminal investigations - investigators suspected overestimating the cost of work, using old materials, and withdrawing budget funds into cash.

The second major contract was the repair of the overpass on Reagan Street over the high-speed tram tracks. The contract for UAH 238 million was awarded to Rostdorstroy, a company associated with the entourage of former Odessa mayor Gennady Trukhanov. The contract was signed without competition - just three days after the president stripped Trukhanov of his Ukrainian citizenship.

Another contract exceeded 120 million hryvnias and concerned the dismantling of workshop No. 5 of the Bolshevik plant. It is this one that stands in the way of completing the reconstruction of the Shulyavsky overpass. The first attempt to dismantle the building in 2023 for 91 million failed, the work was not completed. In the fall of 2025, the capital decided to repeat the competition - and this time the cost increased to 121.12 million hryvnias. The contract was awarded to the Prombud Technologies consortium, created just two weeks before the tender announcement, and the contract was signed only through the court.

The Shevchenkivskyi District Education Department signed a contract for the reconstruction of kindergarten buildings No. 155 with the construction of a shelter — for UAH 222.65 million. The Pechersk Regional State Administration signed a contract for the construction of a shelter for school No. 181 worth UAH 207.15 million. Such facilities remain among the most financially costly in the capital's education system.

In parallel, the Kyivavtoshlyakhmist enterprise ordered emergency work on the overpass on Oleksandra Ekster Street - another almost 155 million hryvnias.

The second largest expense item is electricity. UAH 371.63 million was spent on it, of which UAH 317 million was purchased for the Kyivpastrans KP.

The third place among the expenses was taken by vehicles: a total of 222.9 million UAH, the majority of which was the purchase of 30 dump trucks for Kyivavtodor for almost 210 million UAH.

In October, 473 fund managers participated in the capital's procurement. The most active customer was the municipal corporation "Kyivavtodor", which concluded six contracts for a total of UAH 953 million. This structure traditionally ranks first in terms of the amount of funds that the city allocates to road infrastructure.

According to YouControl, the main contractor for October was Onur Construction International, which received contracts worth over half a billion hryvnias in just one month. The company has extensive experience in participating in large road tenders across Ukraine and has already signed contracts worth 84 billion hryvnias in various regions.

Analysts emphasize that the structure of Kyiv's spending is practically unchanged: most of the funds continue to be received by the same few companies that have dominated the road construction sector for many years. Despite corruption scandals, failed tenders, or criminal proceedings, contractors continue to receive multimillion-dollar contracts.

In October, the capital again virtually repeated the trend of previous months: the main expenses are roads, shelter, energy, and utilities. At the same time, the cost of individual objects is increasing, and competition in tenders is often minimal or absent.
