The municipal enterprise "Kyivvodokanal" has urgently ordered nine diesel generator sets with a total cost of 243.4 million hryvnias. The decision is explained by the need to ensure uninterrupted operation of water supply and drainage in the conditions of possible power outages in the capital after massive attacks on energy infrastructure.
Due to the urgency of the matter, the contract was concluded without holding an open tender. The supplier was chosen as the Ukrainian representative office of the Turkish holding, Dalgakiran Compressor Ukraine LLC. At the same time, this amount is only a part of the funds that the Kyiv City Council recently allocated to Kyivvodokanal for the implementation of backup power sources, which gives reason to expect new large purchases.
What exactly did you buy?
At the end of December 2025, Kyivvodokanal signed a contract worth 243.41 million hryvnias. The equipment supply should be completed by the end of February 2026. The agreement provides for the purchase of nine diesel generators:
six C2250D5E-UA type units worth about 27.9 million hryvnias each with a maximum capacity of 1800 kW and a nominal capacity of 1600 kW;
three C2000D5EB-UA type units worth 25.3 million hryvnias each with a maximum capacity of 1600 kW and a nominal capacity of 1500 kW.
Why no tender?
Kyivvodokanal explains the refusal to participate in the competition by the critical need to quickly provide power supply to key facilities. The company refers to the events of October 9-10, 2025, when a massive attack by the Russian Federation damaged power grids, which led to the shutdown of pumping equipment at 28 facilities of the water utility. At that time, a significant part of Kyiv was temporarily left without water and sewage. The purchase of generators is presented as a preventive step to prevent similar situations in the future.
Budget funds and plans for the future
By the decision of the Kyiv City Council of October 23, 2025, 548 million hryvnias were allocated for the implementation of backup power sources in the infrastructure of Kyivvodokanal. The current procurement covers less than half of this amount. The company will probably use the remaining funds for the further purchase of generators or related equipment.
According to available information, these funds were redistributed from the so-called deputy funds, which are usually allocated for repairs of communal facilities and material assistance to residents of the capital.
The supplier and its relationship with the water utility
LLC "Dalgakiran Compressor Ukraine" has been operating on the market since 2005 and specializes in the supply of industrial equipment, in particular autonomous and backup power supply systems. The company is the Ukrainian representative office of the Turkish industrial holding DALGAKIRAN.
According to analytical systems, over the years of operation, the company has received more than a thousand budget orders for a total amount of over 2 billion hryvnias. Kyivvodokanal is one of its largest customers. Eight contracts with a total value of almost 250 million hryvnias have been concluded between the parties, including the current purchase. Even before the full-scale war, the company ordered generators, stabilizers from this supplier, and later - repairs and maintenance of equipment.
Who runs the company?
Kyivvodokanal has been headed by Oleg Lysyuk since November 2023. A portion of the company's shares are owned by the Kyiv community through the Department of Communal Property of the Kyiv City State Administration, and a significant portion belongs to the Kyivenergoholding structure.
