The capital began 2026 with large-scale expenditures to provide the budget sector with heat, hot water, and electricity. In January, almost 2 billion hryvnias were allocated for these needs — more than a quarter of the total monthly purchases. In total, according to the results of public procedures, fund managers concluded more than 8 thousand contracts worth 7.17 billion hryvnias.
The largest share of expenses was formed by heat and hot water — 1.1 billion hryvnias. Of these, about 580 million hryvnias went to heating and hot water supply of educational institutions, 390 million — to medical institutions, 33 million — to the cultural sphere, 16 million — to the housing stock. Another almost 13 million hryvnias were spent on these needs by departments of the Kyiv City State Administration and the Kyiv City Council. The rest was distributed between social institutions and communal enterprises.
Construction and repairs, which in previous months led in terms of expenditure, took second place in January — 1.04 billion hryvnias. The largest recipient of funds in this category was Kyivteploenergo. The enterprise spent 785.83 million hryvnias, of which 600.8 million was allocated to the reconstruction of its own facilities with the installation of cogeneration units, almost 106 million — to restore coatings after eliminating accidents on heating networks, 77.57 million — to repair facilities damaged by shelling. Part of the funds was used to develop project documentation for the modernization of heating systems in residential buildings.
Among other notable contracts are UAH 95.3 million for the restoration of the load-bearing structures of the overpass over the tram tracks of the Great Ring Road and UAH 87.12 million for the overhaul of the building on Bastionna Street for the Kyiv City Center for Support of Combatants.
The third largest expense item was electricity — 887.83 million hryvnias. The largest amount was spent by district housing management companies, hospitals, and educational institutions. The remaining amount was spent on electricity by the zoo, cultural and social welfare institutions, and the Kyiv City Council.
The fourth largest category was healthcare services — 458.36 million hryvnias. Of these, 436.68 million hryvnias is the contract between the Emergency Medical Care Center and the municipal organization "Kyivmedspetstrans" for the transportation of ambulance crews throughout the year. This agreement became the most expensive in January.
Food products close the top five — 454.38 million hryvnias. Over 400 contracts were concluded for the supply of meat, fish, dairy products, cereals and vegetables. The most active customers were district education departments.
It is worth noting separately the purchase of 16 low-floor trolleybuses for 306.24 million hryvnias. Each unit will cost the budget 19.14 million hryvnias. Delivery is planned by the end of 2026.
The largest customer and at the same time the largest contractor of the month was Kyivteploenergo. The enterprise concluded over 300 contracts for 1.1 billion hryvnias, of which 946.74 million were allocated for reconstruction, repairs and maintenance. At the same time, budget institutions purchased heat supply and hot water from it for 911.75 million hryvnias.
The second place among contractors was taken by Kyivmedspetstrans with contracts worth 578.5 million hryvnias. The third position was taken by the private LLC Polytechnoservice, which will supply trolleybuses worth over 306 million hryvnias.
For comparison, in December 2025, the capital concluded contracts for 12.4 billion hryvnias, and in January 2025 - for 6.63 billion hryvnias. Thus, the volume of purchases at the beginning of 2026 increased by almost half a billion hryvnias compared to the same period last year.
