The Kyiv City Council did not have the votes again to partially correct the loud "land errors", which became the subject of NABU investigation in the framework of the resonant business "Clean City". These are four newly formed areas of about 0.6 hectares, which were "drawn" for non-existent real estate objects-the so-called "ghost buildings". Despite the evidence of falsification, on June 10, 2025, Kyiv City Council deputies failed to vote on their removal from the decision on land inventory. All of these areas have already found themselves or may be in the hands of related firms - without any auction.
“Toilet scheme” in action
The essence of the equipment is old as the world, but still works: on the site in the city center "impose" a non -existent building with an area of 40-100 m², register for it fake ownership, and then on this basis receive land for rent, without a competition. This time, addresses are featured at the Prytysko-Mikilsk, Vasylkiv, Red Kalina and Mickiewicz. According to NABU, technical passports for "structures" were falsified, and the objects themselves did not exist in kind. However, a private notary still registered the ownership of these "buildings" for a citizen of Vitaliy Bilous, who subsequently handed them to legal entities.
In particular, it is about LLC “V-6” and Kingsta LLC, which have already submitted documents for the redemption or rent of these sites. One of them is the plot on the street. Mickiewicz, 1-a-has already been rented for 10 years.
In a letter sent to the Kyiv City Council, NABU explicitly states: schemes with "ghost buildings" used a criminal organization under the guidance of former MP Denis Komarnitsky. The case also includes the deputy chairman of the KSCA Petro Olenich, deputies Mikhail Terentyev, Olena Marchenko, as well as heads of utilities.
Within the framework of the Clean City case, detectives found that in the period 2023–2024, communal property illegally brought the plots for more than UAH 11.6 million and tried to seize another six for UAH 83.7 million. It is noteworthy that some of the "projects" regarding the design and construction of these areas have already been funded. That is, the developers did not stop even after exposing the scheme.
Despite the direct instruction of NABU, the Kyiv City Council has not been able to vote twice for the project to exclude these plots from the land inventory document. The initiator of the cancellation was made by the deputy Volodymyr Bondarenko ("UDAR"), but both votes were given only 51 votes from the required 61. The decision remained in force, and therefore formally "false" areas remain in the distribution plan and can be transferred without the competition.
Currently, the Kyiv City Council is separately suing Vitaly Bilous and B-6 and Kingsta. In Case No. 758/4816/25, the city requires the abolition of a fictitious registration of the building at Prytysko-Mikilskaya. In case No. 910/4142/25 he tries to return the plot to Vasylkivska. However, without the decision of the Kyiv City Council, these courts can only remain an attempt to "extinguish the fire".
LLC “B-6” and Kingsta LLC are linked to each other and with capital politicians. Both have common founders with firms related to Alexander Spidibko (expirer of the KSCA chairman), as well as with the deputy of Kyiv City Council Elena Ovramenko and expreient mayor Anna Sviridenko. It was these persons who voted for the transfer of the land of Kingsta LLC.
The situation with the "correction of errors" demonstrates: even when the scheme is exposed, the documents are fake, and the persons involved were suspicious, the Kyiv City Council still does not hurry to order. Instead of cancellation - ignoring. Instead of returning the land to the community - the preservation of "private" schemes. And as long as the land decisions remain an instrument of influence, and the votes of the deputies - an instrument of arrangements, the history of the "pure city" is far from completion.
