The wife of the head of the Bureau of Economic Security in the Transcarpathian region, Yevgeny Kalugin, Alena Kalugin, has in recent years become a co-owner of a number of valuable businesses and real estate in the regions where her husband worked. The active growth of family assets coincides with Kalugin's career advancement in the state's economic security system.
After Yevheniy Kalugin's appointments in the regions, his wife began to enter businesses in the areas of real estate, agricultural production, and recreational services. Key assets include a spa complex in Chernivtsi region, an agricultural company in Transcarpathia, and commercial development projects in border areas.
On the eve of Kalugin's transfer to Chernivtsi region, his mother, Tatyana Kalugina, became a co-owner of the Golden Black company, which began developing a network of gas stations in Bukovina. Later, she left the founders, but already in September 2025, a company with a similar name — Golden Black Spa — took out a loan of UAH 40 million to purchase two gas station buildings. These are gas stations of the GB Oil network in Chernivtsi region. The co-owner of this company is Alena Kalugina.
The family's investments in Bukovina did not end there. In 2024, Alena Kalugina, together with her partners, purchased a 1.73-hectare land plot 7 kilometers from Chernivtsi. In the summer of 2025, the Black Lotus restaurant and recreation complex with a swimming pool opened at this location, and at the end of the same year, a nightclub. The complex is currently expanding. The market value of a similar plot nearby today exceeds UAH 12 million. Alena Kalugina's partner in Golden Black Spa LLC is Viorika Chorney, the mother of the first deputy head of the Chernivtsi Regional Prosecutor's Office, Vyacheslav Chorney.
In parallel, in 2024, Yevheniy Kalugin's wife and mother purchased 6 acres of land each in the private sector of Uzhgorod, near the Slovak border. On the plot that went to the wife, there was a residential building that was demolished. Currently, a residential complex is being built in its place. According to market estimates, a 12-acre plot of land in this location is currently worth more than $100,000. At the same time, the official's declaration states that the house with the land was purchased for almost $17,000.
In July 2025, Alena Kalugina invested in the agricultural company Khrum, which owns over 2 hectares of land in Transcarpathia. The market value of these lands is estimated at approximately $90,000.
After Yevgeny Kalugin was appointed to a position at BEB in July 2023, his father Pavlo Kalugin became the owner of more than half a hectare of land in Kozyn near Kyiv. The plot is located next to the estate of businessman Rinat Akhmetov. Currently, land of a similar area in this location costs about UAH 15 million. Pavlo Kalugin himself stated that he purchased the plot with his own funds.
At the same time, the family's official income looks much more modest. According to journalists' calculations, Yevgeny Kalugin's parents have collectively officially earned about UAH 5 million over the past 15 years. The official's brother, Stanislav Kalugin, owns several international technology businesses and has been making money transfers to Alena Kalugin for several years.
The combination of these facts raises questions not only about the sources of origin of family assets, but also about a potential conflict of interest in the activities of the head of the regional division of BEB, a structure designed to combat economic crimes and shadow schemes.
