In the capital, law enforcement officers have uncovered a large-scale organized criminal group that is systematically involved in the illegal circulation of electronic cigarettes with flavorings that are prohibited for sale in Ukraine.
The leaders of the group are Saveliev Nikon Georgievich, Romanova Yaroslava Borisovna and Filimonova Marina Sergiyevna. They involved controlled legal entities and individuals, in particular Par Trade LLC, Pit Trade LLC and individual entrepreneur Shevchenko Bohdan Artemovich, to build a full-fledged scheme for the supply and sale of illegal products.
The main points of sale were popular shopping centers in Kyiv: Metrograd Shopping Center, Rivermall Shopping Center, Skymall Shopping Center, and Globus Shopping Center. The storefronts of the Tobacco and Vape and Cloud 21 chains actually serve as a facade for the illegal business.
According to the investigation, Romanova and Filimonova, as beneficiaries of "Par Trade" and "Pit Trade", coordinate key processes - from logistics and personnel control to collection and maintenance of "black" accounting. They make non-cash payments through controlled individual entrepreneurs, withdrawing money in cash and minimizing tax liabilities. Savelyev is responsible for the operation of the "Cloud 21" outlet, controls personnel, cash flows and technical cover, including manipulations in payment terminals.
Pit Trade LLC has repeatedly appeared in court cases for violating the law - from the absence of registrars of settlement transactions to the failure to issue fiscal checks, which is confirmed by the rulings of the Solomyansky, Podilsky, and Shevchenkivsky district courts of Kyiv.
Based on the collected facts, a complaint was filed demanding a full audit of the activities of the companies participating in the scheme, as well as measures to stop the illegal circulation of excisable goods in the capital.
