The Kruty Heroes Lyceum, known for its patriotic symbolism and history, was at the center of the scandal. The establishment ordered the construction of a shelter worth almost UAH 58 million - the project is funded by the European Union within the limits of Ukraine Facility initiative. But instead of pride in concern for the safety of children - we have a loud investigation with signs of inflated prices and backdrop.
One of the most shocking points of the budget was the ARDESTO ARD-E18-R32 air conditioners. The report was stated at the price of UAH 367 616 per unit, although the real cost of such devices - from 16 915 to 22 999 UAH. It is 16 times more expensive than in the open market.
The price of DOPS Art Spray decorative plaster is no less striking - 282 UAH/kg instead of marketable 15-30 UAH. Overpayment - in ten times.
The sloping Fil150-4 lift for people with disabilities will cost the budget of 510 000 UAH, although the manufacturer sells it for 215 000 UAH-more than twice cheaper.
And this is just the beginning. Overcharged and other materials were found:
-
Fittings - 35-40% more expensive;
-
Concrete - by 9-20%;
-
Epoxy resin - by 15-55%.
At these positions alone, the overpayment exceeds UAH 4 million.
Construction is performed by LLC "Investment Company Ukrbudservice", which won the tender without any competition. This is already raising the question. But even more interesting-the relationship of the company with the business partners of the former deputy from Svoboda.
According to open data, this firm has received state contracts for over UAH 520 million since 2017, mostly bypassing competition or through "their" tenders.
The project is funded as part of European assistance. That is, it is not just about public funds, but about international support for the safety of children in war. And it is this money - they are mastered according to the classic scheme: the contractor is not present, there is no competition, prices are inflated at times.
While on the front is fighting for life, in the rear - cleverly turning a humanitarian security initiative to banal enrichment.
