The Ministry of Economy of Ukraine has published an updated list of passenger cars whose owners will pay transport tax in 2025. The list includes luxury cars whose market value exceeds a certain threshold. The tax for such vehicles will be 25 thousand hryvnias per year.
This was reported by the press service of the Ministry of Economy.
According to the new criteria, the list includes cars with an engine capacity of over 2.5 liters, manufactured no more than five years ago. Vehicles with a market value exceeding 3 million hryvnias (375 minimum wages as of January 1, 2025) remain taxable.

- Hymer-Mercedes
- Ineos
- Jaguar
- Lamborghini
- Land Rover
- Lexus
- Maserati
- Mercedes-AMG
- Mercedes-Benz
- Mercedes-Maybach
- Porsche
- Rolls-Royce
- Toyota
The calculation of the average market value of passenger cars to determine the need to pay tax is carried out in accordance with the norms of the Tax Code of Ukraine.
The transport tax in Ukraine has been in effect since 2015 and is part of the luxury tax. It is paid by owners of passenger cars that meet the established criteria.
Individuals must pay the tax within 60 days of receiving the relevant notification from the tax authorities. For legal entities, the tax is calculated in advance payments quarterly by the 30th of the month following the reporting quarter.
The tax is levied exclusively on car owners, regardless of whether they are used by other persons under a lease agreement or general power of attorney.
Recall that Ukrainians are actively restoring demand for new cars, which confirms the growth in sales in 2024. According to data, in 2024, Ukrainians bought almost 70 thousand new cars, spending over 125 billion hryvnias, which is 14.7% more than last year. The most popular brands were Toyota, Renault, Skoda, Volkswagen and BMW.
