Almost 37,000 people are considered missing, the Office of the Ukrainian Ombudsman reported. According to Dmytro Lubinets, Ukraine's ombudsman, Russia has been abducting civilians since 2014, and the situation has worsened since the full-scale invasion. So far, only 147 hostages have been released.
Among the missing are children, civilians and military personnel. However, Lubinets notes, these numbers may be even higher. Ukraine is also checking more than 1,700 people illegally detained by Russia.
Ukraine is actively working for the return of civilians, taking into account the Peace Formula. In particular, the International Platform for the Release of Civilians Illegally Detained by Russia has been created. The possibility of opening a humanitarian corridor for the evacuation of the civilian population is also being considered, there are contacts with Turkey in this regard.
Ukraine is also considering the possibility of criminal prosecution of Russia's top leadership for the abduction of civilians.
