In Mayaki, Odessa region, international funds intended for child protection may be under question for their effectiveness: The Housing and Communal Services Department of the Mayakivska Village Council has signed a contract with LLC "SPK Flagman" for the construction of a shelter at the lyceum on Preobrazhenska Street, 69-A, worth UAH 117.44 million. The facility, which is financed under the Ukraine Facility program, is to be built by April 2026 and is designed to accommodate up to 1,000 people.
The official contract amount attracted the attention of experts after comparing the estimated items with average market prices. In the project, reinforcement was laid at 49 thousand UAH per ton at a market price of about 32 thousand UAH, a cubic meter of concrete at 4.3 thousand UAH instead of the average 3.3 thousand UAH, and EI60 fire doors at 14.7 thousand UAH per square meter at a market price of 6.4 thousand UAH. According to auditors, the overpayment for these three items alone exceeds 5 million UAH.
Other proposals with significantly lower costs were also submitted to the competition. The company "Bud Engineering" proposed to perform the work for 99 million UAH, "Omerta" - for 106 million UAH, "Berg Group" - for 108.73 million UAH. Despite this, their proposals were rejected by the customer; the customer's documentation indicated "unreadable files" and "errors in documents" as the reasons for the rejection.
The leadership of the Mayakivska village council, whose name appears among the responsible persons, is headed by Viktor Dyachenko. The signing of the agreement with one of the most expensive proposals is causing concern among public procurement specialists and activists, as it involves the use of international funding for a child safety facility.
The order for a shelter for a lyceum has obvious social significance: equipping a shelter for a thousand people theoretically increases the level of community preparedness for dangers. However, the noticeable disparity between the winning proposal and cheaper competitors, as well as discrepancies in the pricing of individual materials, create risks of inefficient use of resources and reduce trust in the transparency of the tender.
