Despite the change of acting mayor, "Donetsk" will continue to manage: Vitaliy Kysil, Oleksandr Goltvenko with smaller "resolutes", such as Yevhen Kovalev and Gennadiy Timchenko.
"Metinvest" representatives continue to play a key role in the city. Their people are represented in various factions of the city council, and the budget is tightly entangled with contracting organizations. You can't call them "Zaporizhstalivskyi", because earlier they were in the administration of Donetsk, then Mariupol, and now Zaporizhzhia. They did not bring benefits anywhere.
They let Zaporozhye go the same way. Money, both from the local budget and subventions from the Cabinet of Ministers, goes anywhere, but not for necessary needs. The pace of restoration of damaged high-rise buildings is going at a snail's pace, and many places have not even started at all. With a creak, a small, by city standards, amount was allocated for the needs of the Armed Forces.
However, there is no problem with spending UAH 3.2 million on an "inspection" of one of the bridges connecting the city with the island of Khortytsia (not on work to improve the condition of the bridge, but on its paper examination). Or with the purchase of water heaters for 14 million hryvnias in non-working schools. due to regular shelling of energy infrastructure. Or with the allocation of UAH 24 million. for mowing grass and trimming trees. In addition, during 2022-2023, the city Department of Infrastructure and Public Works together with district administrations cut trees when they had already shed their leaves and fluff was flying from the poplars, and the grass was mowed already before frost, which, in principle, is prohibited.
But everything is trivially simple: kickbacks for city contracts start at 30%, which "lookers" transfer to their pockets. Hence the unusable bomb shelters and everything else.
Most of these corrupt actions are managed by the middle managers of the Metinvest company. After the resignation of mayor Volodymyr Buryak, their influence increased greatly. These are deputy mayor Vitaliy Kysil and head of affairs of the city executive committee Oleksandr Goltvenko.
Oleksandr Goltvenko, former top manager of Metinvest, worked at MMK named after Ilyich In 2015, he became the first deputy mayor of Mariupol Vadym Boychenko, and in 2018 he was fired as a result of a corruption scandal. It is he, and not Regina Kharchenko and her new deputies, who manages the political and economic issues of the city's life within the City Hall. At all meetings and behind-the-scenes moments, he plays the first violin in the walls of the city hall.
Vitaly Kisil also has Mariupol roots, he owned a business there and directly influenced Mariupol Mayor Vadym Boychenko.
Kysil managed Boychenko's first election campaign. Prior to employment at the Zaporozhye City Hall, he was an employee of Metinvest.
After Buryak's departure, he cooperated with Viktor Shcherbina's group, and as soon as Kurtev was displaced, he agreed to maintain influence with Governor Ivan Fedorov. From Fedorov, Slepyan was officially represented in the city hall, and the former acting mayor was unofficially appointed as the city supervisor. Governor Gennady Tymchenko, who once again successfully betrayed his old supervisors in the regional administration. This is not new for him, at one time he also betrayed the governor Bryl, then the Old Woman, and before them and at his old job in Oblavtodor, he did the same with his patrons. That is, all political decisions in the city are made by Kysil and Fedorov, and Timchenko and Goltvenko are already implementing them.
Having regained their positions in the city government, received chairs and official cars, Metinvest comrades set about mastering the city budget and appointing to key positions their less important associates, who moved in large numbers from captured Mariupol, Metinvest employees. Local residents, having carefully driven through the city past communal enterprises and departments of the city, notice that the large number of cars with Donetsk number plates parked near these structures catches the eye. 
To pump up its people, a new department of economic development was even created in the city, which received all municipal utilities under its control. Competing in 2022/2023 with situational "partners", who will occupy how many executive seats. Under Kurtev Kisel, as acting deputy. the mayor, many employees of the city council did not know his face at all, he practically did not visit his workplace. He conducts receptions and negotiations of visiting petitioners in the office at 29 Turgeneva Street. 
Those who went to Metinvest's office to receive Kisel were spotted during working hours as acting deputies. the mayor, as well as heads of a number of communal enterprises, city and regional deputies, heads of district administrations, businessmen.

However, the new supervisors, after certain actions of law enforcement agencies, turned out to be experienced people and do not take bribes directly from suppliers and contractors. They have specially trained people for this. Each communal enterprise and each Zaporizhzhia department has its comrades responsible for this process. In the city of Zaporizhzhia, he is listed as the deputy director of KP "MFC Metalurg", responsible for facilitating the resolution of issues related to local government bodies and legal support of the football club. This is how the position was invented!

For the first time, it appeared publicly on the Zaporizhzhia skyline on June 15, 2022, at the session of the city council on the issue of "Approval of the Program of Activities for the Organization of Public Formations for the Protection of Public Order and Crime Prevention in the City of Zaporizhzhia for 2022."
According to the transcript of the session, it is not clear in what status Kovalev from the deputy tribune convinced the city deputies of the need to allocate budget funds in the amount of 30 million hryvnias for voluntary territorial formations of the city of Zaporizhia. In particular, for the needs of DFTG "Khortytsky Polk". At the time of the session in this volunteer formation of Ruzhyn, V. Kysil and E. Kovalev were officially listed on the staff. In the presence of an obvious conflict of interests, law enforcement authorities will probably be very interested in this delicate moment in the life of city Zaporizhia officials and will not forget about the joint financial schemes between Kysel and Ruzhyn .
By the way, during his stay in the city of Zaporizhia, Kovalev rents a house in a very expensive elite complex "Renaissance" on the Right Bank of the city. Obviously, the salary of a small official allows to rent such an expensive house. 
In other words, a new Zhenya appeared in the city of Zaporizhzhia (and with the blessing of Metinvest managers), only not Anisimov, but Kovalev. But the principle is the same. Collection of tribute from the city. He moves around the city in a black BMW or a black Mercedes, as in the bad 90s, wearing tattoos and deciding everything. That is, the same gangster Donetsk, which they moved to Zaporizhzhia in 2022. The sphere of his "responsibility" is immeasurable, it is all city utility companies of Zaporizhzhia, the city administration of capital construction, the department of infrastructure, the department of economic development and many other things, smaller city economy. It is he who conducts the so-called closed meetings in the walls of city enterprises for the heads of departments, UKB, communal enterprises with the definition of contractors and suppliers who should work with city structures. His task is to collect wages from entrepreneurs and bring them to the owners. The only real owners of Metinvest are Akhmetov and Novinsky, who are unlikely to be aware of the extent of the lawlessness committed by their subordinates in the city of Zaporizhzhia. At a time when the Verkhovna Rada of Ukraine is going to vote on draft law N11195 dated 04/22/24, which "zeroes private property in Ukraine", introduced by the head of the "Servant of the People" faction Arakhamia, all the largest assets of Metinvest and SCM may be under the crosshairs ( Ukrainian GZK, metal processing plants, energy generating enterprises and many other assets are the basis of Akhmetov and Novinsky's business). The real owners of the Metinvest company understand that they may have to part with these assets very soon, perhaps that is why their subordinates in the person of Kisil and his entourage have an order from the top management to engage in the so-called "privatization" of the Zaporizhia local government, city deputies and all citizens?
All these people are so-called "Donetsk" or "Mariupol" immigrants. Their task is to squeeze the city budget as much as possible, and then, even if the grass doesn't grow, they will move to other cities and abroad.
