Irpen Mayor Oleksandr Markushin suspected of withdrawing UAH 17 million from the budget

The mayor of Irpen, Oleksandr Markushyn, became a participant in criminal proceedings regarding the alleged withdrawal of more than UAH 17 million from the budget through salary schemes. This was reported by Mistoinform with reference to its own sources.

During the years 2022-2024, Markushyn organized a scheme according to which employees of the executive committee were charged inflated salaries, part of which was then transferred in cash to the mayor and his representatives. Then the funds went to the personal expenses of the mayor, financing of personal security and political PR.

Zammera Irpenya Lidia Mykhalchenko declared that her signature on the timesheets was forged. At the same time, she confirmed in testimony and on a lie detector test that she also gave part of her salary to the mayor.

Dmytro Negresha, the former head of affairs of the executive committee, also discovered a forgery of his signature on award submissions. On Markushin's instructions, some Irpin officials were "paid" a bonus of 1,000% of their salary or more. It is because of this that Irpenya Tamara Halaim, the chief personnel officer of the executive committee, became known throughout Ukraine, who regularly received 150-200 thousand. UAH

Despite the fact that the destroyed Irpen lacks funds for reconstruction, Markushin paid his relatives salaries higher than those of the state leadership and ministers.

In particular, UAH 100,000 was also regularly received by the head of the accounting and reporting department and the chief accountant of the IMR Executive Committee Khrystyna Gluzhanets, managing affairs Tetyana Yaroshenko. The salary of the sysadmin Maksym Levytsky was UAH 145,000. There are also about 70-80 thousand people in the Irpin executive committee. ordinary specialists and chief specialists of departments also received hryvnias, which is much more than in other city councils of the region and Ukraine.

In total, about 40 employees of the executive committee were involved in the "salary scheme", a large part of them have already turned to the law enforcement officers. Due to the manipulation of salaries, approximately UAH 17 million was withdrawn from the city budget in 2023 alone. Another 10 million UAH was withdrawn by Markushyn to his relatives through the city program "Turbota".
