Migration during the war: how many Ukrainians did not return home

During the four years of full-scale war, 3.1 million citizens officially left Ukraine and did not return, according to data compiled on the basis of information from the State Border Guard Service of Ukraine.

In 2025 alone, the difference between the number of departures and returns of citizens was 290.3 thousand people. This is one and a half times less than in 2024, when the number of those who left and did not return reached almost 443 thousand.

During 2025, the State Border Service recorded over 37 million state border crossings. The number of entries and exits was almost balanced: citizens and foreigners crossed the border about 18.4 million times to enter, and 18.7 million times to exit.

The vast majority of border crossings — about 86% — were made by Ukrainian citizens. Overall, Ukrainians crossed the border an average of 2.7 million times per month in 2025. For comparison, in previous years this figure was around 2.5 million per month.

Despite the increase in the total number of trips abroad, the rate of so-called conditional "non-returns" is gradually decreasing. In 2025, 16.1 million citizens left Ukraine, while 15.8 million returned. The difference formed the figure of 290 thousand people who did not return during the year.

In total, since the beginning of the full-scale invasion of the Russian Federation, 3.1 million Ukrainian citizens have officially left the territory under the control of the state and have not returned. According to available data, about 72% of this figure falls on the first year of the full-scale war, when the mass departure was associated with active hostilities, the occupation of part of the territories and the threat to the lives of the civilian population.
