A member of the National Commission for State Regulation of Energy and Utilities, Kostyantyn Ushchapovsky, declared significant assets, including an IWC luxury watch, a Tesla Model X car, and cash savings worth over $837,000.
Ushchapovsky has been a member of the National Commission for the Energy and Power Sector of Ukraine since 2021. Previously, he headed NEC Ukrenergo in 2014–2015, and was the head of the regulator from 2022 to 2024. It was during this time that the commission made key decisions on tariff policy and the restoration of energy infrastructure in the face of a full-scale war.
Ushchapovsky's main source of income in 2024 was his salary at the National Commission for the Regulation of Energy and Utilities of Ukraine (NKREKP) in the amount of UAH 3.17 million. In addition, he declared UAH 158,000 in interest income received from bank deposits.
The declaration lists a significant amount of real estate in Kyiv. In particular, the official owns an apartment with an area of over 303 square meters in joint ownership with his sister, which was purchased back in 2008 for 3.25 million hryvnias. He also owns an apartment with an area of 68.5 square meters in joint ownership with his mother, as well as a parking space with an area of 17.3 square meters, purchased in 2008 for 100 thousand hryvnias.
Among the valuable movable property, Ushchapovsky declared a Swiss IWC Portugieser Perpetual Calendar watch. According to market estimates, the cost of new models of this class, depending on the case material, can be from 40 to 50 thousand dollars.
The vehicles section lists a 2020 Tesla Model X, which was purchased in the year of manufacture for 2.87 million hryvnias. The official also owns a 2011 BRP Outlander Max XT 650 ATV, purchased for 127 thousand hryvnias.
The largest amount of assets is concentrated in cash savings. Ushchapovsky declared funds in bank accounts and deposits in the amount of about 302 thousand dollars and 4.8 thousand euros. In addition, he indicated cash in the amount of 535 thousand dollars.
The total amount of declared monetary assets of a member of the National Energy Commission of Ukraine exceeds $837,000, which attracts attention against the backdrop of the war and discussions surrounding the incomes of officials who make decisions in the field of tariffs and energy policy.
