The Ministry of Defense of Ukraine is working on new proposals for reforming the mobilization system. As the Minister of Defense Rustem Umyerov stated, it is planned to abandon the forced involvement of citizens in military service and to introduce new mechanisms for voluntary recruitment. He announced this during the briefing, UNN reports.
According to Umyerov, Ukraine strives to move away from the practice of forced mobilization, which is popularly called "Busification", when men are detained on the streets and forced to join the ranks of the Armed Forces.
"Our priority is the protection of the country, but we also strive to maintain humanity in the mobilization processes," the minister emphasized.
For this purpose, the ministry has already introduced a number of innovations:
- Recruiting centers and digitization : The creation of new recruitment centers and the introduction of digital tools will allow citizens to better understand their service options.
- Opportunities for Ukrainians abroad : The Ministry plans to provide an opportunity for Ukrainians living abroad to voluntarily participate in the defense of the Motherland.
Umerov emphasized that the ministry is preparing proposals for discussion in the Cabinet of Ministers regarding the reform of the mobilization system. The main goal of these changes is to make the mobilization process more transparent and voluntary.
"Military service should be a choice, not a compulsion," the minister noted.
Recently, People's Deputy Yuliya Yatsyk, a member of the temporary investigative commission for the protection of the rights of servicemen, proposed disbanding the TCC (territorial recruiting centers). According to her, the current staff of the TCC could be used to form more than ten brigades.
Yatsyk emphasized that the existing system often becomes a source of conflicts with the population, and the mobilization reform proposed by the Ministry of Defense is a step towards reducing public tension.
