Ukrainians who want to confirm their delay from mobilization can now do it through the Reserve+Appendix within the digitalization processes in Ukraine. However, the process of automatic delay restoration, in particular for those who have already received a deferral, has not become automatic. The Ministry of Defense explained why it happened and what is being done to improve this system.
According to the Deputy Minister for Digital Development, Digital Transformations and Digitalization, Kateryna Chernororenko, when the user sends a deferral request through the Reserve+Annex, the system automatically requests the registrars to confirm the grounds for its provision. However, to interact between registrars, it is necessary to carry out careful interagency work that takes time.
"At present, we are actively working on ensuring automatic renewal of deferrals, in accordance with Resolution No. 560, which allows this in the presence of technical capabilities," Chernnorenko said.
The Deputy Minister explained that the deferral is given to the end of the declared mobilization. If martial law and mobilization are extended every 90 days, the base for deferral is carried out every three months. This makes it possible to freely update the data and ensure compliance with the legislation.
For persons with disabilities who have a retirement certificate, the deferral is automatically renewed. The main condition is to keep the grounds in the Register of the Pension Fund of Ukraine. The Defense Ministry is already working to automatically update delay for all persons with disabilities.
Students who expect a delay from mobilization are faced with the problem, after which there is an individual training schedule in each educational institution, and there is no clear definition of the semester in the legislation. Therefore, the "reserve+" delay is provided until the end of the mobilization, and after its completion, if the student continues the training, the deferral continues automatically.
"We are working to make a deferral for students more convenient and affordable," Chernororenko said.
