The Ministry of Social Policy prepares the reform of the pension system: who and how much will receive

In Ukraine, a bill is being prepared, which should correct the distortion in the current pension system. This was announced by the Minister of Social Policy Oksana Zholnovich in the podcast of the Center for Economic Strategy.

According to her, there is now a situation where two persons with the same work experience and salary, but who retired in different years, receive different payments. The ministry has already developed a mechanism that will avoid such injustice. At the same time, the main task is to hold this bill through the Verkhovna Rada.

Zholnovich also emphasized the need for sustainable financing of pensions: "Even if we find the resource this year, we have to guarantee it for the coming years. Therefore, we work with the World Bank, the IMF and the ILO for our calculations to be accurate and reliable."

The minister paid special attention to the issues of specialics. She indicated that such pensioners enjoy three advantages: they can retire, have smaller requirements for insurance experience and receive a much higher percentage of revenue.

"If a regular pensioner receives about 40% of his former earnings, then the special holders reach this figure 70%, and sometimes - 90% by court decisions," - said Zholnovich.

Another distortion, in her opinion, is the possibility of complete recalculation of pension to specialty pensioners on the basis of salaries of current officials. "This is a meaningless norm. Today's challenges cannot be compared with those who were 20 years ago," she explained, remembering changes in the work of military and employees of the SES.

Currently, the Ministry of Social Policy is also developing a bill on a single pension indexation mechanism. According to him, all payments will be transferred in accordance with the level of inflation under the same rules - regardless of the status of a pensioner.
