On May 20, 2025, the Ministry of Justice of Ukraine canceled the registration actions related to the transfer of real estate of the companies of LLC "Unigran" and LLC "Unigran-Service". The reason for this decision was the violation of the sanctions imposed by the NSDC in 2023.
According to StopCor, it is a violation of restrictive measures, including freezing of assets provided for by the decision of the National Security and Defense Council of May 12, 2023 and entered into force by Presidential Decree No. 279/2023.
The Ministry of Justice noted that the state registrar had to check the sanction status of the parties before carrying out any action on property. Since this was not done, the agreement is recognized as contrary to the current legislation.
Attempted to bypass sanctions
UNIGRAN assets were transferred to the private owner during sanctions. In addition, according to journalists, the transfer took place at low cost. The Commercial Court of Kiev has already declared invalid a number of contracts concerning special permits for the use of subsoil, in particular in cases of PJSC “Pinyazevitsky Quarry” and LLC “Malinskaya Mining Company”.
ARMA Objects
Journalists also recorded unauthorized work of special equipment at the facility in the city of Malin, Zhytomyr region, which is officially in the Office of the National Agency for Detection, Investigation, Investigation and Department of Assets (ARMA). This may indicate the continuation of commercial activities despite arrest and sanction.
Thus, the abolition of registration actions by the Ministry of Justice is an next step in trying to return the assets of assets derived from sanctions control in violation of the law. The investigation into illegal actions with the property of the Unigran group is ongoing.
