Martial law and general mobilization are ongoing in Ukraine, which was extended until August 6, 2025. Men between the ages of 25 and 60 are covered by the call, if they are recognized as suitable for military service and have no legal grounds for deferral.
The key stage before mobilization is the passing of the Military Medical Commission (VLK), which determines the state of health of the conscript, in particular the mental. It is psychiatric diagnoses that often become the basis for restriction or dismissal.
Whom are recognized as unsuitable for mental state
According to medical criteria, unusable persons recognize persons with severe mental disorders if they are:

have pronounced symptoms of post -traumatic stress disorder (PTSD),

suffer on severe depressive episodes with suicidal attempts,
-
They have obsessive-compulsive or alarming disorder that is not treatable.
The symptoms should last at least three months and be confirmed by doctors.
Who can be fit with the restrictions
If a person is not severe but requires control or treatment, it can be recognized as "fit". Such persons can be sent to the rear or medical units.
In the case of mild disorders that are treated, the conscript is delayed and prescribed re -passing the VLK.
To whom the deferral is given
The right to official delay from mobilization is determined by Article 23 of the Law of Ukraine “On Mobilization Training and Mobilization”. The following categories include:

persons with disabilities,

workers of booked enterprises,
-
persons who care for sick relatives or minor children,

full -time students,
-
researchers,
-
relatives of dead or missing persons during the war.
It is possible to arrange a deferral through the CCC, the application "Reserve+" or through district military administrations. Each request is considered individually.
Increasing control in regions
Despite the invariance of legislation, in some regions already fix the strengthening of control. In particular, in the Poltava region, mobile posts are created to identify the military who left unauthorized parts.
Thus, the situation remains dynamic, and mobilization conditions are rigid. However, the presence of serious medical grounds, including psychiatrics, can be an argument for recognizing unusable or temporary dismissal.
