Ukraine is facing incidents of mobilization of people who are eligible for deferment and work at major defense enterprises. Men have their phones confiscated, sent to a military medical commission (MMC), and are contacted only when they are sent for training. Often, such people turn out to be unfit for military service.
People's Deputy from Holos Roman Kostenko said this in his interview. He noted that work is already underway with the CCC on this issue.
“I will not specify a specific area, but I have already discussed this with the heads of the CCC, and they understood my arguments. This is a serious matter. A person who works at a defense enterprise or produces products for the army must update their data to receive a deferral, but they can have their phone confiscated and a VLK conducted without warning. They will only find out about this when they are sent to training. This is unacceptable,” Kostenko said.
The People's Deputy emphasized that the military commissars do not care who they call up, and their work does not deal with the consequences of these actions for weapons production and the defense-industrial complex.
“That’s why we paid attention: what are you directing your efforts at? For example, I discussed a situation where a person has excellent visual health, but due to administrative obstacles could not undergo an ophthalmological examination. This is a problem of the organization. We must ensure that the army does not just include those whom we can catch, but high-quality, motivated and healthy individuals. Motivation can also be developed during service, but we must ensure that our military receives strong support from serious enterprises that supply them with weapons,” he emphasized.
Kostenko also noted that this problem is already under consideration and emphasized the importance of preserving the capabilities of the defense-industrial complex in conditions of mobilization.
As for the mobilization procedure in Ukraine, it is now based on the updated rules of military medical examination, which take into account not only diseases, but also the degree of dysfunction of the body that led to these diseases. The concept of “limitedly fit” disappears, only the statuses “fit” and “unfit” remain. For example, if a person has only a scar from an ulcer, he is considered fit. But if an operation was performed to remove part of the stomach due to complications of the ulcer, the person is recognized as unfit. In the event of deterioration of health, servicemen can contact their commander with a report for treatment or undergoing VLK.
