By the end of November 2024, an interdepartmental working group had formed a list of 1,695 officials, representatives of over 30 state bodies, who will be checked for the validity of decisions of medical and social expert commissions (MSEC) on establishing disability. This is part of the process of reviewing disability decisions, which will last for the next two months.
According to government data, the largest share of officials whose cases are subject to review are employees of the Tax Service of Ukraine (32%), followed by employees of the Prosecutor's Office (26%) and the Customs Service (17%). The remaining 25% are officials from other state bodies. This sample indicates that individuals from different state structures are subject to careful scrutiny to establish the fairness of the MSEC decisions that determined the level of disability and their subsequent rights.
The review of MSEC decisions will be based on an analysis of the validity of the established disability for each specific case. The interdepartmental working group, which was established by the Ministry of Health, has already begun collecting additional data from representatives of law enforcement agencies, which will allow expanding the list of persons for further consideration. In case of detection of unfounded decisions, such decisions will be reviewed in accordance with the resolution of the Cabinet of Ministers of Ukraine dated 03.12.2009 No. 1317.
The purpose of these inspections is not only to identify improper decisions, but also to increase trust in the disability determination processes and ensure fairness in these matters for civil servants. The inspections will continue for the next two months, and after their completion, a decision will be made to correct or cancel previously established disabilities.
