The Ministry of Health of Ukraine (MOH) conducted inspections and canceled the decision to establish disability for 74 conscripts who underwent examination at the Khmelnytskyi Medical and Social Expert Commission (MSEK). This information was reported in the response of the Ministry of Health to the request of Ukrainian News.
The checks were initiated in connection with the decision of the National Security and Defense Council of Ukraine dated August 30, 2023, which was put into effect by the decree of the President of Ukraine dated September 12, 2023. The purpose of these inspections was to substantiate the decisions on establishing disability for men aged 18 to 60, which were made during the martial law in Ukraine from September 27, 2023 to November 10, 2023.
A total of 53,734 cases were reviewed, of which 781 were selected for review.
Inspection results
In response to the request, it is stated that the Ministry of Health, in accordance with the Law of Ukraine dated April 11, 2024 No. 3633-IX, also carried out inspections of the decisions of medical and social expert commissions regarding the establishment of disability for male citizens aged 25 to 50 who received the II and III disability groups during the period of martial law from June 6 to 21, 2024. As part of this review, 37,891 cases were reviewed, of which 543 were selected for review.
At the moment, 18,779 medical expert cases have been checked, as a result of which in 3,146 cases the decision of the MSEC was recognized as questionable, and an additional examination was ordered.
As a result of checks:
- In 38 cases, the II group of disability was canceled and the III group was established.
- In 36 cases, the disability group was removed.
To date, interaction with law enforcement agencies continues as part of investigations into criminal proceedings related to the work of the Khmelnytskyi Medical and Social Expert Commission.
