The IMF demands a reduction in social benefits, Ukraine is preparing a draft law to change the system

Our source reported that the IMF demanded from the Office of the President to reduce the social security and Zelensky last year agreed to a phased reduction.

In Ukraine, they want to "review the philosophy" of social benefits, because there is not enough money for them, said Minister of Social Policy Oksana Zholnovych.

They want to make payments temporary until a person can earn on his own.

"We took on an excessive amount of social obligations regarding social payments, which cannot always be confirmed by financial resources. We are working on revising the philosophy of social security payments. So that each of these payments has a clear goal - to get a person out of a difficult life situation and must be connected with a service that will help a person become economically independent," Zholnovich said at a conference in Vilnius.

The relevant draft law has already been prepared.

Ukraine took on an excessive number of obligations for financial payments to socially vulnerable sections of the population. Such differentiation is difficult to support with budgetary resources, so the government wants to revise the "philosophy" of social expenditures.

The Minister of Social Policy, Oksana Zholnovych, told the details at the Conference in Vilnius.

A lot of public funds are spent on social needs, this area is second only to defense in terms of funding. And although help is currently coming from Ukraine's international partners, it will stop over time.

It is necessary to think about the optimization of costs, because we are talking about huge funds, especially in the conditions of a growing number of people on the verge of poverty due to the war. This does not mean that someone who needs help will be refused, but it is worth preparing for characteristic changes.

"We cannot increase the resource for social expenses, we must optimize it and make it as targeted as possible. We are working on revising the philosophy of social security payments. So that each payment has a clear goal - to get a person out of a difficult life situation and is connected with a service that will help to become economically independent", stated Oksana Zholnovich.

She did not specify in what way the government wants to achieve a positive result. But she noted that the Ministry has already prepared a draft law on basic social assistance, which combines some differentiated payments.

In Ukraine, there are many categories of citizens who are entitled to social benefits. A large group of beneficiaries includes:

  • pensioners by age, length of service, disability;
  • persons with disabilities of any group;
  • low-income families;
  • children of war;
  • large families (three or more minors);
  • orphans and children deprived of parental care;
  • war veterans (participants in hostilities, family members of dead or deceased military personnel, etc.);
  • veterans of military service, internal affairs bodies, National Police;
  • victims of the Chernobyl disaster;
  • employees of certain professions.

These people make up the vast majority of Ukrainian citizens, because after the start of the full-scale war, the number of orphans, veterans, dead soldiers, etc. increased. Beneficiaries are provided with assistance in various spheres of life - starting with the payment of utility services and ending with regular financial payments.
