The Ministry of Internal Affairs appealed to Ukrainians to report corruption in Service Centers

"If you or someone else is being asked for a bribe for a driver's license test, for a place in an electronic queue or for some government service, you can pass this information through a chatbot or a hotline. Internal security operatives of the National Police will respond immediately," the Ministry of Internal Affairs said.

What are the corruption schemes in the Service Centers of the Ministry of Internal Affairs?

"The main thing they make money from is car registration and fraud with driver's licenses. And in order for people to pay "dealers" money, they artificially create conditions for long queues or failed exams.

Selling a place in the queue is a common scheme, and law enforcement officers, in particular, the DVB (Department of Internal Security - Ed.), make a lot of efforts to eliminate it. From the very morning, as soon as the Service Center opens, "runners" choose tickets with numbers from the electronic queue machine. When an ordinary visitor comes to the Service Center, the coupons are no longer available. Due to the artificially created shortage of coupons, people cannot use administrative services for a long time.

At the same time, a so-called "runner" appears, who offers to buy him a place in the queue or help with the processing of documents, under the guise of connections in the Service Center. Solving the problem created by them. Of course, these services are not free. Often, such "entrepreneurs" only sell a ticket and promise to influence a center employee for the money. However, the person then draws up the documents himself. That is, it turns out that the "runner" is overpaying for the service. There were cases when dealers rented an office in the same premises of the TSC, decorated it in a corporate style and posed as employees of the center. Criminals assured clients that unhindered use of administrative services is possible only for an "additional fee".

When it comes to corruption during driving tests, the most common scheme is to imitate mouse clicking. A person simply sits at a computer, and remotely, using computer programs, the correct answers are chosen for him. The student of the driving school can also choose the correct answers according to the stipulated prompts of service center employees, for example, clicking a handle.

With practice, driving is a little easier. For a separate fee, the examiner "does not notice" that the instructor is switching gears. By the way, some driving schools equip training cars with an additional gas pedal next to the instructor. In this way, the trainee only needs to hold the steering wheel straight and turn on the turn signals on command, everything else is done by the instructor," says an interlocutor in the law enforcement agencies.
