Mykolaiv City Council has ordered the repair of the shelter from the NDB-Group company for the third time. The new deal, worth 10.64 million hryvnias, has raised suspicions about the rational use of budget funds. Analysis of the work estimate indicates a significant overestimation of prices for materials, in particular plaster, concrete, and sand.
This is reported by the Mykolaiv publication Nikcenter, citing data from the Prozorro system.
Last year, NDB-Group already received over 4 million hryvnias to repair this shelter. In October, the company won a contract without competition for 4.1 million hryvnias, which was later reduced by 200 thousand. However, in December, the city hall signed a new contract with the same company for additional work worth 396 thousand hryvnias.
At the end of the year, the executive committee announced another purchase with an expected cost of 11.12 million hryvnias. NDB-Group again had no competitors and won the tender with a bid of 10.64 million.
Analysis of the estimate revealed a significant overestimation of the cost of materials:
- Knauf Rotband gypsum plaster is listed at 19.84 UAH/kg, although the market price is from 11.70 to 14.76 UAH/kg (25-41% cheaper).
- Concrete mix B15 is priced at 4,970 UAH/cubic m, while the plant in Mykolaiv offers it for 3,239-3,380 UAH/cubic m (50% cheaper).
- Natural sand is included in the estimate at 1,400 UAH/cubic m, although the highest recorded price for the region is 312 UAH/cubic m (4.5 times cheaper).
The company “NDB-Group” was registered in Mykolaiv in October 2022. Its sole owner and director is Serhiy Antonov. A month after its establishment, the company began receiving budget contracts, first for minor repairs of schools, and later for repairs of shelters and the city council building. The total amount of contracts concluded by the company with state institutions currently amounts to 37 million hryvnias.
