The Ministry of Foreign Affairs launches the "e-Consul" project: Ukrainians abroad will be able to issue documents through "Dia"

Ukrainians living abroad will now be able to receive documents using a simplified procedure. The Cabinet of Ministers of Ukraine adopted a resolution launching the e-Consul experimental project. This system allows you to issue the necessary documents with a minimum number of visits to consulates and with the use of digital services, such as the Diya portal.

This is reported by the Ministry of Foreign Affairs of Ukraine.

On December 20, the Cabinet of Ministers of Ukraine approved the launch of the "e-Consul" system, a digital project aimed at simplifying the provision of services for Ukrainians living abroad. Thanks to this initiative, citizens will be able to obtain a number of documents with a minimum number of visits to diplomatic institutions.

As reported by the Ministry of Foreign Affairs, the "e-Consul" system will allow providing the following services:

  • Issuance of ID cards with delivery of finished documents by mail. To do this, you only need to visit the consulate or embassy once to submit an application.
  • Issuance of foreign passports . The procedure involves the collection of biometric data in one visit, after which the finished passport will be delivered by mail.
  • Registration in the State Register of Taxpayers through consulates or embassies.
  • Exchange of driver's license or obtaining a new document in case of loss or theft.
  • A comprehensive service for newborns , which includes birth registration, obtaining citizenship and entry into state registers.

The portal and mobile application "Diya" will be used to apply for these services.

Minister of Foreign Affairs Andrii Sybiga expressed confidence that digitalization of consular services will be an important step for millions of Ukrainians living abroad.

"I am convinced that millions of our citizens abroad will appreciate the innovations that simplify access to the services of the Ministry of Foreign Affairs through digitalization. There is no need to travel many kilometers twice to submit and receive documents. This is a real saving of time and money for our citizens," said Sybiga.

The government emphasized that this initiative is experimental. Its successful implementation will be a step towards full digitization of consular services, which will make life easier for Ukrainians abroad.
