The construction of a school in the village of Chaika near Kiev has become a large -scale financial project with signs of corruption. Despite the initial cost of UAH 288 million, more than 450 million has already been spent, and the final amount may exceed half a billion. The main beneficiary of the project was the firm related to the party.
Recently, the Borshchagiv Village Council has concluded a new agreement in the amount of UAH 141 million from Agrostroimhechanization LLC. This company belongs to the Shalimov family. One of its representatives - Igor Shalimov is an acting deputy from the "servant of the people". The contract was signed without competition: other participants were not allowed to the tender for formal reasons related to the documents that the customer himself had to issue. Such actions have repeatedly been recognized by the Antimonopoly Committee as discriminatory.
The previous stages of tenders were also accompanied by suspicious purchases. For example, heaters were bought at prices, 10-20 times higher than market. The new contract provides not only the completion of the building, but also the high costs of improvement, gyms, choreographic offices, interactive equipment - and for 44 classes, although the school was accelerated by 30.
Separate history is the cost of equipment for workshops and laboratories: amounts are millions, but there are no specifics in the estimates. Even for the purchase of soil for landscaping, there are more than more money than in similar projects in neighboring settlements.
According to all this, according to the sources, the head of the community Ilya Kudryk stands, who has already been featured in journalistic investigations on questionable purchases of kindergartens from developers close to the authorities.
This project is another example, as a party roof, connections with developers and control over budgets allow the same firms to receive contracts year after year. Residents continue to wait for school and transparency in spending public resources.
