Former Deputy Head of the Odessa Migration Police Department Sergey Zmiyenko tries to renew in office through court, despite the scandal surrounding his release. The reason was not only a loud car accident with signs of alcohol intoxication, but also disciplinary violations and stay in the register of corrupt officials.
On April 27, 2025, in the lane of Nechipurenko in Odessa, police colonel Zmienko committed an accident: he ignored the demand of patrolmen to stop, and then crashed into parked cars. Witnesses and police noted that the man had signs of a strong alcohol intoxication - the smell of alcohol, shaky stroke, redness of the eyes. At the same time, Zmienko refused to take a test for alcohol.
Instead of admitting guilt, Zmienko stated that he had become ill through the heat. The car, he said, belongs to a civilian wife. But in the Declaration for 2023, he pointed out this Jaguar as his own. In court, he asks to declare dismissal illegal and renew him in service.
Zmienko also stressed that he has been a participant in hostilities since 2015, and after injury in 2018 has health problems. He also used this argument in his favor in court.
The victims in the accident received compensation from the family of Zmienko. This fact influenced their testimony: they assumed that the driver could have a painful condition, not intoxication.
However, this story is not the first in his career. In 2012, the car Service was in a deadly accident. At the wheel, according to the investigation, his acquaintance Vitaliy Moskalenko - also the Ministry of Internal Affairs. Then they went after playing billiards when they knocked down a woman on the track. Moskalenko explained the presence of alcohol in the blood "a sip of coca-cola" with cognac "after the accident. He received a conventional term, and Zmienko escaped punishment.
Despite disciplinary penalties in 2025 and entry in the register of corrupt officials, Sergey Zmienko continues to attempt to return to the National Police. On July 23, the court began consideration of his claim against the Ministry of Internal Affairs.
