Millions have already "disappeared" in Kharkiv repair in Kharkiv

Karazin Kharkiv National University has concluded an agreement with a private firm Golden and K by UAH 83.4 million - allegedly for the restoration of the Northern Corps, which is a monument of architecture. In addition to the restoration of the building, the project includes the arrangement of an anti -radiation shelter for 350 people. However, the analysis of the estimate shows that it is not about recovery, but about banal washing of money.

The contract was signed by the Vice -Rector of KhNU Vasyl Blindyuk and Vitaliy Golozubov, the director of PE "Golden and K" - a firm that has long been featured in numerous state contracts, in particular from Kharkiv OVA.

It is enough to look at only some positions in the estimate to understand the extent of overpayments:

  • Putty - 567 UAH/kg with "delivery" on Kharkiv (market - 12 UAH/kg). Only in this position - more than UAH 3.5 million overpayments.

  • Drivar - 96 thousand UAH/t (market - 42 thousand).

  • Metal corner - 94 thousand UAH/t (market - 48 thousand).

  • Boiler per 100 liters - 65 thousand UAH (market price - 7-20 thousand).

  • Plasterboard - 323 UAH/m² (real - up to 156 UAH/m²).

  • Metalmoder Ø22 - 191 UAH/m instead of market 62 UAH/m.

According to preliminary estimates, only a few positions overpayment exceeds UAH 5 million.

And this is only part of the total amount of over UAH 83 million, which Golden and K should receive.

Earlier, journalists have already investigated the activities of PE "Golden and K". It turned out:

  • The company won more than 60 tenders, including from KhNU and Kharkiv OVA, tens of millions of hryvnias;

  • He does not have his own equipment, staff or production base, works as a "gasket" - receives money, transferred further, removing the percentage;

  • is a monopolist in tenders on the "restoration" of Kharkiv region: shelters, repairs, roads, ventilation, heating systems - everything "mines" one firm;

  • Criminal proceedings were opened on these facts: №12024100000000587, Part 2 of Art. 364 of the Criminal Code (abuse of power or office).

Last year, the same henna had already concluded a contract with Golden and K - for 8 million UAH, also for restoration. The story is repeated, but now the rates are ten times higher.

Why does the university continue to work with a contractor that appears in criminal proceedings? And why in wartime, when each hryvnia is important - do purchases with a margin of hundreds of percent?

It's not just another tender - it's a demonstration scheme. And if law enforcement officers have really opened the proceedings - now society is waiting not for another “check”, but for sentences.
