The Bureau of Economic Security of Ukraine reported a large -scale corruption scheme in the Kiev region. Under suspicion, five people who have appropriated over UAH 14 million allocated from the budget for the arrangement of civil protection shelters in educational institutions.
The scheme includes officials of a private company who produced protective modules and officials of local self -government bodies that conducted purchases.
According to the investigation, the persons involved in the supply and installation of shelters that do not meet the state building standards-DBN B.2.2-5: 2023 and DSTU 9195: 2022. The shelters do not provide protection provided for by the standards, and therefore may be a threat to the life of children.
The shelter tests were not conducted, but the certificates were falsified. Conclusions on the safety of structures were based only on theoretical calculations. That is, in practice, these structures were not even checked for the ability to withstand loading or protect in the event of shelling.
It was also found that tender proposals contained certificates with false data, and in the purchase documentation - signs of falsification.
During the searches conducted at the supplier's production facilities, in the premises of the suspects and in the educational establishments that purchased such "shelters", the detectives of the BBB seized documents under the contracts already executed.
Law enforcement officers also conducted unspoken investigative actions that allowed them to collect a full evidence base for falsification and budget.
The court chose five suspects: detention, night arrest and collateral for a total amount of almost UAH 14 million. Also arrested on:

The case is investigated under Part 3 of Art. 212 and Part 1,2 Art. 366 of the Criminal Code - tax evasion and service forgery.
