Nikolaev without drinking water, Kharkiv region without repaired roads, Borodyanka - without restored home. But at a time when regions suffer from the consequences of war, billions are drawn from the state budget through corruption schemes, covered by good intentions of "reconstruction".
After the Kakhovka hydroelectric power station in June 2023, Nikolaev remained without a source of centralized water supply. The authorities promised a quick solution to the problem. In response, the Infrastructure Restoration and Development Service ordered a large -scale project - the construction of a water intake from the Southern Bug and the laying of the main water supply. The initial cost of the project is UAH 7.44 billion.
However, in September 2024, Prime Minister Denis Shmigal called a new figure-UAH 8.8 billion. This is almost three times more than the budget that Vitali Kim's chairman was promised. Why, instead of optimizing the estimates, the price increases - unanswered question. Meanwhile, the residents of Nikolaev still use the water distribution points or buy it at their own expense.
Despite the fighting and constant shelling, in the Kharkiv region through the SE “Roads of Kharkiv region” continue to master the budget for road repairs. In a row, "proven" players: Eurobud Plus LLC, Slavdorstroy, Rostdorstroy, Motor Swing-South. Some of the objects that appear in the reports are physically located in the territory where hostilities continue.
The question arises - is there any work done there? According to open sources, some areas were repaired only on paper, and in fact - either remained intact or destroyed by shelling.
In Borodyanka, in the Kyiv region, large -scale destruction from Russian occupation has not yet been eliminated. At the same time, the state allocates hundreds of millions of hryvnias for reconstruction. Part of these funds through tenders receive companies related to politician Vladimir Karpluk - the former mayor of Irpen and the leader of the New Faces Party.
Among the firms are: Bild Lifa, Building Group 'Veterans of Ukraine', “Aston Lux”-a total of over UAH 500 million. But there is no real restoration of affected objects. According to local activists, some of the addresses for which the funds are allocated are empty sites. The reason is political lobbying, arrangements with officials and lack of control.
Recovery services, Ministry of Infrastructure under the direction of Alexei Kuleba, State Agency - all these structures should not allow corruption. But instead of responding to the scheme - silence. Public requests of journalists and activists remain unhappy. The leaders of the regions who should be reported to ignore the obligations. Everything is not on time.
