A mobilization evasion scheme has been uncovered in Transcarpathia, which has been operating since August 2023. Officials, medical workers, and former law enforcement officers participated in the criminal activity. Among the suspects are the head of the department of the territorial recruitment center, a member of the military medical commission, the head of the hospital department, two former law enforcement officers, and a civilian.
According to the Prosecutor General's Office, they are charged with illegal smuggling of persons across the border and receiving unlawful benefits (Part 3 of Article 332, Part 3 of Article 368 of the Criminal Code of Ukraine).
The participants organized fake medical reports, creating fictitious diagnoses of psychological disorders and formalizing “treatment” in a hospital. This allowed them to issue documents stating that they were unfit for military service, the so-called “white” tickets, which legalized their travel abroad even during martial law.
The cost of such services ranged from 9 to 14 thousand US dollars. Law enforcement officers documented two cases of bribes totaling 18 thousand dollars.
Searches are currently underway, medical records are being analyzed, and the suspects' involvement in other similar crimes is being verified. The issue of choosing preventive measures and removal from office is also being resolved.
