In Transcarpathia, a mobilization evasion scheme that had been operating since August 2023 was exposed. Officials, medical workers and former law enforcement officers took part in criminal activities. Among the suspects are the head of the department of the territorial procurement center, a member of the military medical commission, the head of the hospital department, two former law enforcement officers and a civilian.
According to the Office of the Prosecutor General, they are charged with illegal transportation of persons across the border and receiving illegal benefits (Part 3 of Article 332, Part 3 of Article 368 of the Criminal Code of Ukraine).
The participants organized false medical reports, creating fictitious diagnoses of psychological disorders and arranging "treatment" in a hospital. This allowed conscripts to be issued with documents on unfitness for service, so-called "white" tickets, which legalized their departure abroad even during martial law.
The cost of such services ranged from 9 to 14 thousand US dollars. Law enforcement officers documented two facts of the transfer of bribes in the total amount of 18,000 dollars.
Searches are currently underway, medical documentation is being analyzed, and the involvement of the suspects in other similar crimes is being checked. The issue of preventive measures and suspension from positions is also being resolved.
