Operation "Clean City" is underway in Kyiv, during which NABU detectives uncovered a number of schemes involving budget funds related to Kyiv City State Administration officials and Kyiv City Council deputies. In particular, attention was drawn to tenders for the municipal enterprise "Kyiv Communication Center", where every fifth tender is won by the companies of the Peresunki brothers.
The Kyiv Communication Center receives almost 13 million hryvnias annually to cover the activities of the city government. The company has 45 employees who received 9.5 million hryvnias in salaries in 2024, including over 3 million hryvnias in bonuses. However, journalists found that most of the offices related to the work of this Center are almost empty or operating at half capacity, and the activity of events is minimal.
An analysis of 92 tenders showed that 65 of them concerned advertising services, and almost every fifth tender was won by the company "Mediahub" LLC of the Peresunko brothers and FOP Roman Peresunko. In total, for the period from mid-2023 to 2025, these structures received almost 4 million hryvnias of capital funds. Interestingly, the company does not have its own printing house and forwards work to subcontractors, receiving its own percentage, which raises questions about the effectiveness of such a scheme.
Journalists also documented questionable circumstances surrounding some tenders, when competitors were rejected due to “documentation violations,” which led to the Peresunki brothers’ companies winning. In particular, in one case, Ishchkov, an individual entrepreneur from Odessa, failed to submit documents on time, and in another, Innovex was rejected due to “non-compliance.”
Roman Peresunko previously worked on promoting the English-language media outlet The Gaze, which is funded from the state budget, and received over UAH 2.2 million for this project. According to experts, the tender contained numerous violations, and the results of the work were of questionable effectiveness.
Of particular concern is the holding of tenders for advertising during wartime — for example, to promote housing and communal services or the city hotline, which has drawn criticism regarding the prioritization of spending.
The authorities are reacting to the investigation with restraint: the State Audit Service promised to take the information into account in further inspections, while the Antimonopoly Committee of Ukraine limited itself to standard comments. Representatives of the Peresunki brothers refused to comment on the situation on camera.
Against the backdrop of high-profile detentions in the Kyiv City State Administration, the issue of corruption schemes involving the Kyiv budget remains relevant and causes public resonance.
