The case concerns the alleged embezzlement of state funds during the creation of the Dzvin-AS automated troop management system.

In addition to Rapko, other officials were searched, including:
- actual owner of "Aikyuzhn IT" LLC
– ex-head of the Department of Automation Development of the Armed Forces (initially it was headed by Viktor Artyhovych, and then Oleksandr Zhitnyk),
- former head of the military representative office No. 2461 of the Ministry of Defense Viktor Byvalkevich.
Searches were also conducted at the former head of the department for the organization of the use of automated systems of the Department for the Development of Automation of the Didivets Armed Forces and in the office itself.
As you know, the "Dzvin-AS" control system entered service in Ukraine in December 2022. She successfully passed departmental tests, and later - state tests. At the end of November 2022, People's Deputy Yaroslav Yurchyshyn reported that NABU detectives were investigating criminal proceedings regarding the execution of research and development works of "Dzvin-AS".
