The SAPO has sent an indictment to court against the former head of the Office of the Verkhovna Rada of Ukraine. He is suspected of participating in a large-scale land scheme related to the property of the state-owned enterprise "State Construction Combine".
According to the investigation, in 2020, the people's deputy, together with officials of the State Construction Combine and the leadership of the Verkhovna Rada Apparatus, organized a fictitious auction. Its purpose was to transfer a state-owned enterprise plot worth over UAH 525 million for development.
The winning bid went to a company affiliated with the People's Deputy. In the signed investment agreement, the state-owned enterprise's share was artificially understated to UAH 300 million, which effectively deprived it of its right to a fair share in the future project.
According to the organizers' plan, the production facilities were to be demolished, and a residential complex was to be built on the territory.
In March 2023, the scheme was exposed by NABU detectives and SAPO prosecutors. The former head of the VRU Administration Affairs Department, one of the key participants in the deal, is hiding from the investigation. Therefore, the proceedings against him were conducted in absentia.
In November 2024, indictments were already filed against the current MP and another participant in the scheme. One of them pleaded guilty and entered into a plea agreement with the investigation.
The case of the former head of the VRU's Office will now be considered by the court. If found guilty, he faces many years of imprisonment and confiscation of property.
