Accumulated pensions in Ukraine: how the system will change from 2026

The Ukrainian pension system is preparing for significant changes. From January 1, 2026, it is planned to introduce the accumulative level of pension provision. The relevant draft law was developed by the Ministry of Social Policy of Ukraine, and it is currently being prepared for consideration by the Verkhovna Rada.

According to the project:

- payments will depend on savings in an individual account, and not on the "common fund";

- a personal account will be opened for every working Ukrainian, into which funds from the employer and the state will be deposited every month. These funds will be invested to protect against inflation and multiplication;

- accumulated money will remain the property of a person and can be inherited. Choice of options for receiving a pension: lifetime pension - until death, or for a certain period - if the pensioner survives this period, payments are stopped;

– the right to inheritance is preserved for 10 years for a lifetime pension and for the entire period for a fixed-term pension;

- access to funds - after 60 years and 35 years of experience.
