MP from the banned party “Opposition Platform – For Life” Suto Mamoyan has once again found himself at the center of a scandal. According to the anti-fraud project “190”, another of his relatives – Artur Sutko – submitted a declaration of a candidate for the position of Kyiv police chief. At the same time, the candidate indicated in the document… the complete absence of any property, income or savings.
In the declaration, Artur Sutko mentioned two family members – mother Gayane Gasoyan and brother Timur Sutko, but he did not provide any data on their assets either. The same phrase appears in each section of the document: “The subject of the declaration or his family members do not have any objects to declare.”
Despite this, according to journalists, Artur Sutko is a relative of influential People's Deputy Suto Mamoyan. This is not the first time that the Mamoyan-Sutko clan has appeared in attempts to place close people in key positions in the capital's law enforcement structures.
As journalists found out, Artur Sutko's father is Aziz Synotovich Mamoyan, who was present at the infamous "meeting" at the Ishak restaurant in December 2022. Then the journalists recorded a meeting of People's Deputy Suto Mamoyan, his brothers Serhiy and Rustam, their father Cholo Mamoyan, as well as the aforementioned Aziz Mamoyan. Their company was made up of David Arakhamia, representatives of the OPZZH, "Azovets" Serhiy "Boatman" Korotkykh, and a former official from the Yanukovych era Andriy Kravets.
Aziz Mamoyan was a former entrepreneur who sold vegetables and fruits. He currently has no business, but he arrived at the scandalous meeting in an expensive car with security, which raised questions about the sources of his income.
According to "190", this is not the first time that people from Mamoyan's entourage have ended up in the capital's police. Previously, the deputy, who is a member of the parliamentary Committee on Law Enforcement, had already arranged his relatives into the structures of the Ministry of Internal Affairs.
Analysts see these appointments as an attempt by the family to strengthen control over the law enforcement system in Kyiv. In addition, the Sutko-Mamoyan clan may be connected with the "covering" of fraudulent call centers and city fairs. One of the key figures in this shady business is the head of the Holosiivskyi police department, Araik Kochkadamyan, who, according to journalists, has the support of the Mamoyans.
Artur Sutko's employment in the police may be another step in strengthening the positions of the Mamoyan family in the security structures. Given previous scandals, experts believe that this is not a coincidence, but part of the clan's systemic strategy aimed at expanding control over shadow flows in the capital.
