In 2023-2025, an artificial monopoly was formed in the market of alert systems, in the center of which is MP Sergei Shakhov and three related companies: Ukrtranszok LLC, Ecobudbezepka LLC and UZA LLC. They act as the only commercial conglomerate whose purpose is to eliminate competitors and impose much more expensive imported products from the Polish company Digitex instead of Ukrainian counterparts.
The essence of the mechanism is in the purposeful blocking of competitors' participation in state tenders, the spread of fakes and pressure on customers. The tools use complaints against the Antimonopoly Committee, counterfeit documents, media companies and threats to officials.
One example was the procurement procedure in the Slobozhansky City Council (the sum of the tender-5 057 900 UAH), which was blocked by a complaint with the use of counterfeit price lists, which allegedly belonged to the Ukrainian manufacturer of LLC "NVF Brand Master Plus". The company has publicly denied these documents.
Decorated comparative tables, manipulations with technical characteristics and anonymous appeals aimed at discrediting competitors and creating legal grounds for cancellation of procurement are added to the falsification.
The next step is to distribute chess media and fake "NGOs" of corruption materials and rollbacks. The basis of such publications are anonymous sources and counterfeit documents that form a negative information background and intimidate officials.
In parallel, the heads of local councils are pressure due to the opening of criminal proceedings. For example, in cases No. 42024170000000145 and No. 420230800000000000019, the prosecution was not confirmed, but the fact of the investigation became an instrument of influence.
According to experts, the purpose of these actions is to squeeze out of the market of Ukrainian manufacturers of alert systems, in particular LLC "Brand Master Plus", and to provide a monopoly Digitex, whose products are twice or three times more expensive than domestic analogues.
All this happens for the active lobbying of Digitex's interests through deputies, which, according to the applicants, are used in violation of the law and in the interests of individual businesses.
The investigation materials have already been transferred to the relevant bodies.
