Deputy from the political party "Servant of the People" Roman Kaptelov found himself at the center of a scandal due to inconsistencies in his declaration of facts concerning his family. As the journalists found out, the deputy's wife is a citizen of the Russian Federation and owns real estate in Moscow, and also receives income from a Russian state institution. However, this information was not indicated in his declarations.
A few years before becoming a deputy, Kaptelov had the surname Migrin. He studied in Moscow, and in 2012, under this name, he published the article "Blogosphere as a tool of political activity of youth" in the collection of materials for the conference of Russian political scientists.
Also, while serving as the director of the "Inkerman Foundation" - a charitable organization created by the owners of the Crimean winery - he organized "School of an Active Citizen" seminars for young people in Sevastopol.
Migrin became Kaptelov in 2015 - after the marriage, he took his wife's surname. He was elected to the Verkhovna Rada from "Servant of the People" in the 36th district with the center in Pavlograd.
During his 5 years as a deputy, Kaptelov took the floor only 10 times, but mostly to pass it on to others.
On the airs of the regional media, the "servant of the people" warned against rapprochement with the European Union, as if sources of income are not checked there.
